Fouls and misconduct

A shot is hit low and hard towards the empty net from 4 metres. The last defender, sliding to block, has his arm held out at shoulder height. He does not move it towards the ball, but the arm is well away from his body and stops the shot. The referee judges the arm made the body unnaturally bigger. What is the decision?
